How much would it cost to fix an electrical problem in a 1995 Buick riviera?

I am a young teen looking for a car and i was wondering should i look into buying this 1995 Buick riviera. The car is clean inside out but it has an electrical problem.. the car does not start the guy says because of the battery or its electrical problem. if i do buy do you think it will cost alot to fix because this would be a great first car|||stay back from that car/unless you want to get a snow shovel and keep shoveling money into it/they were a horror when they were new/|||That is not true the wiring can be done if easily if you go to a junk yard and take pics of a junked car or crashed car( Cars might seem difficult, but think about it this way someone had to come up were the wires were to go and everything, not a robot) also most connections only fit in one place so
